Announcement of participation in the competitive private procedure for the
procurement of CONVEYOR
within the project entitled
“Increasing recycling capacity of textile waste”
financing contract no. 65/RUC/ME as of 22.05.2023
concluded with the Ministry of Economy
Minet S.A. with headquarters in Mun. Rm. Vâlcea, Str. Depozitelor, no. 12, Vâlcea County, informs interested economic operators on initiation of private competitive procedure for the procurement of equipment – conveyor – for the implementation of project “Increasing recycling capacity of textile waste” co-financed by state budget through the Ministry of Economy, in compliance with the following requirements:
1) Technical specifications:
-Equipment for transporting material between the guillotine and the waste sorter;
-Height adjustment system;
-Equipped with rollers, to facilitate extraction and positioning in line;
-Maximum height 3 meters, Usable width 600-700 mm.
2) Delivery conditions:
-The delivery shall be carried out at the gate of the tenderer’s factory or at headquarters of Minet SA, Mun. Rm. Vâlcea, str. Depozitelor, no. 12, Vâlcea County;
-The delivery term – maximum 9 months from contract signature.
3) Commercial conditions:
-The offer must respect the estimated value of investment of 120,308.67 Lei or 24,452.98 Euro (at the exchange rate of 4.92 Lei/Euro), without VAT;
-Advance maximum 50% of the offer value;
-The price difference shall be paid after the date when the equipment is ready for delivery.
4) The warrantee period for equipment must be at least 12 months from the date of commissioning.
5) Offer validity: minimum 30 days. The offer is binding, from the point of view of the content, throughout its validity period.
6) The language of drafting the offer
Romanian language or English language. Offers can also be presented bilingually.
The tenderer shall prepare the offer in such a way to comply with the above requirements, otherwise, it shall be rejected as non-compliant.
The criterion applied for awarding the contract:
The most advantageous offer from a technical – financial point of view.
The beneficiary shall compare the offers received. The offer selected shall be justified by presenting the technical and financial advantages that motivate the choice made in relation to the other offers received.
The beneficiary is not obliged to select as winning the offer with the lowest price.
Terms regarding the procurement procedure:
a) Clarification requests may be sent until 31.07/2023;
b) Answering period to clarification requests – 2 working days;
c) Last day for submission of offers – 14.08.2023, 16:00;
d) Opening of offers – 16.08.2023, 10:00 a.m.;
e) Informing tenderers on contract award – within 5 working days from the signature of the procurement contract.

The tenderer shall bear all costs associated with preparation and presentation of offer, the accompanying documents, as well as costs of accommodation, transport and per diem necessary for a possible trip to the beneficiary location, and MINET SA shall not be responsible or liable for those costs.
